Effective yesterday, Vincent A. McGonagle was promoted to Senior Deputy Director for the Division. McGonagle joined the CFTC in 1997. Serving as a Senior Trial Attorney, McGonagle successfully litigated some of the Division's largest cases, including CFTC v. Republic New York Securities, CFTC v. Martin Armstrong et.al., and CFTC v. Merrill Lynch and Global Mineral & Metals Corporation et. al. More recently, McGonagle served the CFTC as Acting Associate Director leading a litigation team in Washington D.C, as Special Counsel to the Director, and as Acting Senior Deputy Director. Prior to joining the Commission, McGonagle worked in a private practice in Los Angeles. He holds a law degree from Pepperdine University School of Law and a Bachelor of Arts in Economics from LaSalle University.
Richard B. Wagner, previously an Associate Director in the Division's Washington D.C. office, was recently promoted to Deputy Director for the Division. During his twenty-year CFTC career, Wagner developed and headed the Division's Multi-District Fraud Unit, ran the Central Regional and Western Regional offices, and played an essential leadership role in a large number of the Commission's litigation successes. Prior to joining the CFTC, Wagner worked in private practice for the firm of Rosenman, Colin and Freund in New York City and the firm of Sachs, Greenebaum and Taylor in Washington, D.C. He holds a law degree from the Columbia University School of Law, where he was the editor of the Columbia Law Review.
Joan M. Manley, previously with the CFTC's Office of General Counsel, was promoted yesterday to Deputy Director for the Division. Manley joined the CFTC in 1997 and served as a Trial Attorney with the Division for several years. Manley previously was senior counsel at the Environmental Law Advocacy Center where she litigated several national environmental cases. Manley has also served as a criminal prosecutor, trying a broad assortment of complex cases. She holds an LL.M. from The George Washington University Law School, a J.D. degree from the University of Florida, and a Bachelor of Science Degree from Miami University in Ohio.
"In order to facilitate work flow and improve efficiency, we are moving to a three Deputy organizational model. The fact that we were able to fill these three positions internally is representative of the depth of talent in the Commission. Vince, Richard, and Joan are proven performers that bring a combination of experience and vision to the Division at a time when we are investigating some of the largest cases in Commission history. They will play critical leadership roles in the Division's reorganized structure," said Gregory Mocek, the Division's Director of Enforcement.
