CFTC Announces Appointment Of Patrick J. McCarty As General Counsel

The Commodity Futures Trading Commission (CFTC) announced the appointment of Patrick J. McCarty as General Counsel effective March 14, 2002. Mr. McCarty comes to the CFTC from the Managed Funds Association (MFA) where he was the General Counsel and Executive Vice President for Legislative and Regulatory Affairs. Prior to joining the MFA, Mr. McCarty was Majority Counsel to the Financial Institutions Subcommittee of the House Banking and Financial Services Committee from 1998 to mid 2000. From 1988 to 1998, Mr. McCarty held various legal positions with the Federal Deposit Insurance Corporation, the Resolution Trust Corporation, the Office of Thrift Supervision, and the Federal Home Loan Bank Board.

Mr. McCarty received his B.A. degree in Economics from the University of Virginia in June 1980, and his Juris Doctor degree from the Columbus School of Law, Catholic University of America in June 1986.

In announcing the appointment of Mr. McCarty, Chairman Newsome said, "The Commission is very fortunate to have Pat, with his broad legal and financial background, as our General Counsel. I look forward to working with him as the Commission strives to fulfill its regulatory responsibilities."

As legal advisor to the Commission, the Office of General Counsel (OGC) reviews all substantive regulatory, legislative, and administrative matters presented to the Commission. OGC also advises the Commission on the application and interpretation of the Commodity Exchange Act and other administrative statutes.
