C5 Capital Limited (“C5”), the technology investment specialist focused on investing in cloud, cyber and big data, today announced that it has appointed Ron Moultrie as a strategic partner. Ron is a former Director of the National Security Agency’s (“NSA”) Global Signals Intelligence Enterprise. He joins C5 with over 36 years of proven leadership within the military, intelligence community, and national security sectors.

Throughout his career, Ron has served in several of the most challenging national security assignments in the US. At the NSA he was responsible for overseeing more than half the NSA’s workforce and a multi-billion dollar budget. Additionally he was responsible for organizing short- mid- and long-term responses to two of the most critical incidents in the NSA’s history—the unplanned emergency landing of a U.S. Navy Aircraft in China in 2001 and the 2013 breach carried out by Edward Snowden.

Ron has also held key posts within the military and intelligence communities as a member of the CIA’s Senior Intelligence Service (SIS), the Office of the Director of National Intelligence (ODNI), as well as with the United States military. He established Oceanus Security Strategies (“Oceanus”) in November 2015 to provide unique insights and counsel to clients on current and emerging cyber security threats.

At C5, Ron will bring his world-class cybersecurity expertise to provide advisory services to C5’s two investment vehicles—the Cyber Partners Fund and the Cloud Partners Fund. He will join Admiral Mike Mullen in continuing the expansion of C5’s growing reach in the US cybersecurity market. Ron’s appointment coincides with the opening of C5’s Washington D.C. office.

Ron Moultrie said, “Over my career I have been directly involved with high-level activities around cybersecurity, both in terms of preventing attacks and dealing with the aftermath. Working with C5 means that I will be able to help investors and investees navigate the increasingly complex cyberthreat landscape.”

Daniel Freeman, Chief Investment Officer of C5 Capital said, “As we open our office in Washington we are pleased to welcome Ron, a dynamic executive with an outstanding track record leading some of the strongest teams in cyber security. His strategic vision, market awareness, and experience working with the business and national security communities will enable us to provide world-class advice to our investee companies.”

Ron received a Bachelor’s degree from the University of Maryland and earned his Master’s degree in Russian Studies from the United States Defense Intelligence College. He also completed Senior Executive studies at Harvard University’s Kennedy School of Government. Ron joined C5 in January 2017.
