Andrea Corcoran Joins Promontory Financial Group - Former CFTC Official, Expert On International Futures And Derivatives Markets

Promontory Financial Group founder and CEO Eugene A. Ludwig announced today that Andrea Corcoran, former Director of CFTC’s Office of International Affairs, has joined the firm. Promontory Financial Group is a premier financial and regulatory consultancy for financial institutions and other companies throughout the world.

As a Managing Director in the Washington, D.C., office, Ms. Corcoran will work closely with Mr. Ludwig to provide international financial regulatory and developmental consulting services on domestic and cross-border financial instruments and markets.

“Andrea Corcoran’s advice and counsel will be materially beneficial to the financial services firms and other companies we serve,” said Mr. Ludwig.

Ms. Corcoran is a leading expert on U.S. and international regulatory policies and standards for financial markets and professionals, particularly futures markets. She has worked extensively on the design and implementation of cooperative cross-border operational, surveillance, and clearing and trading mechanisms and protocols.

Ms. Corcoran joins Promontory after a long and distinguished career at the Commodity Futures Trading Commission (CFTC), where she established and was Director of the Office of International Affairs, and earlier, Director of the Division of Trading and Markets (now the divisions of Market Oversight and Clearing and Intermediary Oversight). While at OIA, she chaired the committee of the International Organization of Securities Commissions that developed an Assessment Methodology for benchmarking “principles” designed to improve international regulatory standards for securities markets; this methodology was adopted by the full IOSCO membership of more than 100 securities and futures regulators. Representing the CFTC, she also worked with the Committee of European Securities Regulators (CESR) to enhance international transparency of market access rules.

While leading the Trading and Markets Division, Ms. Corcoran implemented the CFTC’s regulatory and policy responses and inter-regulatory cooperative efforts related to the collapse of Barings Bank and the Sumitomo Copper manipulation, which produced the Windsor Accord, the Tokyo Communiqué, and the Declaration of Cooperation and Supervision of International Futures Markets and Clearing Arrangements (the Boca Declaration).

Ms. Corcoran serves as an adjunct professor at Georgetown University Law Center and as Chair of the securities advisory board of the Toronto International Leadership Centre for Financial Sector Supervision. She holds a B.A. with honors from Stanford University and an L.L.B. from Harvard Law School.
