ACER released today its Report to the European Commission on the implementation of the Inter-Transmission System Operator Compensation (ITC) mechanism in 2014.Under the Commission Regulation on laying down guidelines relating to the inter-transmission system operator compensation mechanism and a common regulatory approach to transmission charging, the ITC fund is established and managed by ENTSO-E for the purpose of compensating transmission system operators for the costs incurred on national transmission systems due to hosting cross-border flows of electricity.
The ITC fund consists of two parts, which are aimed at covering, respectively, the costs of incurred transmission losses and the costs of making infrastructure available. The monitoring report and its Annex provide the contributions paid and compensations received by ITC parties in 2014, for a total amount of 229 million euros. Further, ACER notes in its report that the implementation of the ITC mechanism in 2014 and the management of the ITC fund in 2014 continue to be in line with the guidelines set out in the Regulation and sets out its findings regarding the compliance of the ITC mechanism implementation with specific requirements.” Access the report here.
