ACER Endorses The 2024 European Resource Adequacy Assessment (ERAA), Confirming Its Relevance For EU Energy Security

For the second consecutive year, ACER has approved the European Resource Adequacy Assessment (ERAA 2024), confirming its role as an important tool for assessing EU’s security of electricity supply. As its relevance grows, so does the need for ongoing improvements.

The ERAA, published annually by the European Network of Transmission System Operators for Electricity (ENTSO-E), offers a 10-year outlook to help policymakers make timely decisions on security of electricity supply.

What does ACER say about ERAA 2024?

The ERAA 2024 reflects ongoing efforts to align more closely with the established ERAA methodology:

  • Improved cross-zonal capacity estimation using flow-based calculation methods.
  • More representative weather scenarios.
  • Closer alignment with National Energy and Climate Plans (NECPs) for renewable assumptions.

ACER’s recommendations for future editions include improving consistency between investment and adequacy modules, increasing transparency around national assumptions and clearly outlining changes in each new edition.

What’s next?

  • ACER will host a webinar on 11 September 2025 to present a consultancy study on scenario development (expected in late August).
  • ACER, ENTSO-E and other stakeholders will work on streamlining the ERAA methodology, triggered by the related European Commission’s report. ENTSO-E shall propose revisions to the European methodology by mid-October 2025. ACER will then decide on the amendments by the end of January 2026.
  • The next edition (ERAA 2025) will be released in November 2025.
