Good afternoon Chairman Angelides, Vice Chairman Thomas and members of the Commission. I thank you for inviting me to today’s hearing to discuss the history of derivatives regulation and the role that over-the-counter derivatives played in the financial crisis. I also will address the historic legislation currently being debated in Congress that for the first time will bring much-needed comprehensive regulation to the over-the-counter (OTC) derivatives market.

CBOE First Half 2010 Adv Up 7 Percent - June 2010 Daily Volume Averages 4.1 Million Contracts, Down 2% From June 2009
The Chicago Board Options Exchange (CBOE) today reported that average daily volume (ADV) year to date through June 2010 was 4.9 million contracts, up seven percent from 4.6 million contracts for the same period in 2009. During the first six months of 2010, 610.7 million contracts changed hands at CBOE - up seven percent from the same period a year ago when 570.0 million contracts traded.

CBOE Futures Exchange, LLC Experiences Ninth Consecutive Month Of Year-Over-Year Volume Increases - Sets Third Consecutive Quarterly Trading Record
The CBOE Futures Exchange, LLC (CFE) today announced that June 2010 trading volume totaled 261,441 contracts, compared to 66,254 contracts during June 2009. June marked the ninth consecutive month in which total volume registered an increase when comparing year-over-year trading activity. June's volume declined 46 percent from the record 481,650 contracts that traded during May 2010.

Options Clearing Corporation Half Year Volume Reaches 2 Billion Contracts
The Options Clearing Corporation announced today that 2,014,209,214 total options contracts changed hands in the first half of 2010 representing an 11% percent increase over the first half of 2009. Total OCC volume for June came in at 311,231,916 contracts, a 2% decrease from June of last year when 316,348,912 contracts traded. Key Figures SIX Swiss Exchange And Scoach Switzerland: June 2010
In June 2010, cumulative trading turnover on SIX Swiss Exchange and Scoach Switzerland amounted to CHF 100.1 billion, representing a 11.6% decline versus the previous month. The total number of trades also retreated by 15.1% to a total of 2,914,973. The only increase in activity for the month was recorded in the CHF Bonds segment, where turnover increased by 12.9% to CHF 16.5 billion and the number of trades rose by 15.8% to 45,104.
