The Securities Industry and Financial Markets Association’s (SIFMA) municipal securities division announced that Frank Chin was the recipient of its 2009 Honor Roll Award. Mr. Chin was recognized for his significant contribution to the Association and the municipal securities industry.
“In his more than three decades of service to the municipal securities market, Frank’s experience spans both the issuer and underwriter sides of the business, allowing for a unique perspective on how the market has developed,” said Edward Droesch, Goldman Sachs managing director and chair of SIFMA’s municipal securities division. “We are pleased to honor his achievements and the many contributions he has made through his association with the municipal bond market.”
Mr. Chin is currently a managing director and co-head of public finance at Citi. He has held a number of industry positions including a past member of the Board of Directors of The Bond Market Association (TBMA), and vice chairman of the municipal division of TBMA during 2001 and chairman during 2002. Mr. Chin later became a member of the Municipal Securities Rulemaking Board (MSRB) in 2005 and served as its chairman in 2008. He began his career as a planner and analyst with the New York City Transportation Administration in 1974, and joined the Smith Barney, Harris Upham’s Public Finance Department four years later. During his career at Smith Barney/Citi, Mr. Chin oversaw various areas including Infrastructure/Transportation Finance, Refundings and Airports. He became head of the Public Finance Department in 1993. Mr. Chin earned a M.B.A. from the Harvard Graduate School of Business Administration, a M.S. in civil engineering from the Massachusetts Institute of Technology, and a B.S. in civil engineering from the Cooper Union for the Advancement of Science and Arts.

Ramirez & Co.; Richard Kolman, formerly a managing director at Goldman Sachs; Christopher “Kit” Taylor, former chair of the Municipal Securities Rulemaking Board; Robert Downey, senior director at Goldman, Sachs; Mark Page, director of Management & Budget, City of New York; James A. Lebenthal, former chairman emeritus, Lebenthal; and Roger G. Hayes, former managing director of Banc of America Securities, LLC.
