Sophie Baranger takes over as head of the Investigations and Market Surveillance Division on 1 January 2011
Sophie Baranger, 43, joined the Commission des opérations de bourse in November 2000 as deputy head of the accounting affairs department, having spent nine years in the fields of audit and accounting policy at PricewaterhouseCoopers. On 1 November 2006 she was appointed director of the AMF's Corporate Accounting and Auditing Division. She was also a member of the board of the French accounting standards authority (Autorité des normes comptables), represented the AMF on the board of the French auditors supervisory body (Haut Conseil du commissariat aux comptes) and served on the jury for the statutory accounting certificate examinations. Highly active on the international scene, Ms Baranger chaired the IFRS Project Group of the European Securities Regulators, was a member of the Advisory Council of the International Accounting Standards Board (IFRS AC) and represented the International Organization of Securities Commissions (IOSCO) on the IFRS Interpretations Committee of the IASB. A graduate of Ecole supérieure de commerce et d’administration des entreprises (ESCAE) in Amiens, she holds an advanced certificate in general management from HEC and a chartered account diploma.
Enforcement Assistance Department
Christine Gueguen, a magistrate, joined the AMF on 1 December 2010 as advisor to the Enforcement Committee, and head of the Enforcement Assistance Department
After serving as a judge in the regional courts of Sens and Auxerre, Christine Gueguen was seconded to the Commission des opérations de bourse from 1995 to 1999 before being appointed as an auxiliary judge at the commercial, economic and financial section of the Court of Cassation. In parallel with her duties at the Court of Cassation, Ms Gueguen was appointed as a member of the national accounting board (Conseil national de la comptabilité), a member of the accounting regulation committee (Comité de la réglementation comptable) and a rapporteur on the commission for financial transparency in politics (Commission pour la transparence financière de la vie politique). In January 2007 she was seconded as legal advisor to the supreme administrative court, the Conseil d'Etat, before being appointed as assistant director of economic law at the civil justice office (Direction des affaires civiles et du sceau) in June 2008.
Investment Service Providers and Products Department
Guillaume Eliet appointed head of the Investment Service Providers and Products Department, effective 1 December 2010
A qualified lawyer, Guillaume Eliet, 39, served as an internal counsel at Caisse des Dépôts et Consignations and then on the bond trading floor BNP. In 1999 he joined the law firm of Coudert Brothers LLP. Mr Eliet came to the AMF in May 2005 as a legal expert in charge of policy at the Investment Service Providers and Products Department. He has served as deputy head of the department since 1 July 2009. He holds a postgraduate diploma in business and tax law and a Magistère degree in business law from Sorbonne-Paris I University.
